General Meeting - December 3, 2008

The Meeting was called to order by President Debbie Passi @ 5:32 PM
Agenda: Acceptance of the Agenda for the Dec 3rd Meeting – MSAP
Minutes: Summary of the Breakout Sessions – No approval of the minutes – just noted that they were passed out to the membership.
Treasurer’s Report: Presented by Sue Daley.
By-Laws Committee: The Survey Monkey went out to all SAEOPs with questions on the SAEOP by-laws. Please take some time to answer the survey . The survey link is also on the SAEOP website. Chris
Website – Cheryl Smith / North Beach – working on the SAEOP Website. She is doing all the updating. She is asking for Bios and photos. Please send them to her ASAP.
Sunshine Committee: Jan Grubbs is the Sunshine Chairperson-please send her the names of any staff that need some cheering up.
Classification Study: Sapina Pele – What is the status of the classification study? The adjusted descriptions have been re-typed – EMS, the SSD and SEA will review the report from EMS. Hopefully something will be ready to review by Spring.
School Closures:- Jenny Evans asked a question about Thorton Creek Elementary – There wasn’t any input from staff? Why did this happen without input from the Thorton Creek School Staff.
- Nov 17th – AR Meeting there was a vote amongst the ARs and a letter presented to the SSD with their goals for SEA as the budget decisions have been presented. They will work to continue to monitor the budget process and work to ensure that successful programs are allowed to continue. ARs want to have input in the school closures.
Hiring Freeze: Glenn Bafia – Union Rep – Reported.Open positions will be filled with long-term substitutes. Will there be changes within the system? Transfers? There will be a strict adherence to the contract. When a program moves to an entire new building the staff will move with the kids. There could be some RIFS when a merger happens. The least senior person in the district would be RIFd. If a sub is in the position long-term they will receive benefits after 60 days. They should not be at risk of losing benefits. Long term subs will get Health Benefits. Will they change the names of the schools? SEA and SPS will sponsor a “Workshop” on surviving the RIF. Kim VanAtta did a “Resume Workshop” – maybe we should offer a “Retirement Workshop” as well.

Bargaining Issues: Review of the Summary of the Breakout Sessions and the E-mails that Debbie Passi- SAEOP President, received from SAEOP members. Clarification of the items;
- Sub-Reimbursement Program –it was voted in for Certs but not for SAEOPs. Several Principals have not been supportive of the SAEOPs using the reimbursement funds. This is not the Principals money – the SAEOPs vote on their own money – There has to be a job in the system that shows “Failed to fill”.
- Evaluation Process – we need to tighten up the process. If we are not happy with an evaluation we need to be able to file a grievance. We need more members to support each other (like the teachers have).
- Staff need to go to HR and review their own personnel file – call them to sign up for an appointment.
- Can SAEOPs do the Professional Growth Cycle?
- Job Verification Process – why can’t you add other jobs that are at a higher grade?
- When a SAEOP moves up to another grade level does all your seniority go with you? Is this a mistake and does it threaten their job security? Your years of service travel with you. You can call HR and find out where you stand on the seniority list.
- Probationary 3 month Evaluations not being done? How can the managers be evaluated? There isn’t a process currently. The employee needs to follow the grievance process – there are no other options.
- The Bargaining Process – Glenn Bafia –SEA Executive Director– will be doing a survey to establish our priorities. In the past there was a team of certs, paras and SAEOPs that met and then split up – we will not split up this year. We are going to try to bring more people to the table –more transparent than in past years. The current state of the economy will affect our bargaining tools. The State Budget is lower including cuts to the SSD. Even though we are getting the levy dollars -it will not be enough- the levy funds can only be 24% of your budget etc…..The State Budget cuts will affect the 2009-2010 school budgets.
Door Prizes: Door Prizes were handed out to the winners.
